The keylogger I usually recommend is Perfect Keylogger. Its quick and easy to install and does a great job. The full version is $35, but the free version does a lot of what you need.
Access control can be done from windows, but if Con is able to get the passwords, those are kind of useless. What you can do is block some of the more popular porn sites via the HOSTS file, but that can be time consuming.
Try this though, install perfect keylogger and let him know you've done it. Change the default method for unhiding the interface. Tell him that it takes screen shots every time he goes to a webpage (it can actually do this) and there is no way for him to get around it. Its not going to stop him from getting porn all together (friends and neighbors computers and etc.) but it will help.
