"project71" refers to the waiting period when a dog enters a shelter or an animal control facility. normally this period lasts 72 hours to see if someone comes to claim him. after that he is put through a series of health & behavior tests. if he's lucky, he enters an adoption program. but, most are euthanized to make room for other dogs. in essence, we see their 71st hour as the most crucial."
